The PVP vendors are in Legion, in that PVP area by the portal to Stormwind. Those are the last ones. They are too hard to find, people can’t use google ( I guess.) So Blizzard doesn’t have them anymore, in a very weird decision (when the expansion introduces… WARMODE.) Horde PvP vendor is in Boralus on boat.
